Taken directly from the rental terms and conditions at Avis:

DMV Checks
At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria:


* The renter/authorized driver has a valid license that is not currently suspended, expired, revoked, canceled or surrendered.
* The renter/authorized driver has not, within the last 36 months had 1 or more convictions for reckless driving.
* The renter/authorized driver has not, within the last 48 months had 1 or more convictions for driving under the influence (DUI), driving while intoxicated (DWI), or driving while alcohol impaired (DWAI).
* The renter/authorized driver has not, within the last 36 months failed to report or leave the scene of an accident.
* The renter/authorized driver has never been in possession of a stolen vehicle or used a vehicle in a crime.
* The renter/authorized driver has not, within the last 24 months had 3 or more convictions for moving violations (including seat belt violations).
* The renter/authorized driver has not, within the last 36 months had 3 or more accidents

They do. I was rear ended in my own car a few years ago by a Dollar owned car. The driver didn't take their insurance. It took about 4 weeks to resolve (with attorneys, since they wouldn't talk to me without one), but they paid for it, and my insurance was untouched.

They sure as hell gave me a hard time about it though... I asked for a comp car while mine was being fixed. No. I had to rent one from another company and get reimbursed for it.

Flipping ridiculous.

No. that makes sense. They don't want to take 2 hits on their insurance if there's another incident with the car they give you. Their own insurance may even prohibit it. They'd rather pay for another rental through someone else than risk a double ding on their policy, or be in possible violation of their own policy terms.

If you got stopped in the UK whilst driving under a disqualification, this would be the least of your worries. There is a good chance you'd be sent to prison and if you escaped that, you'd get a very heavy fine indeed and a very lengthy ban.

Looking for the best car rentals on your next vacation or business trip? Then be sure you can rent a car before you make that reservation. So who can rent a vehicle? You can rent a vehicle if you meet the car rental company's terms and conditions. You will probably be subjected to a minimum age requirement, a driver's license check and maybe even a credit check. In some extreme cases, you might even have your fingerprints taken!
