Which fare rule trumps which?
 

I am trying to change the dates of travel on a round-trip from San Francisco to Bodrum (Turkey) on Turkish Airlines booked via Orbitz. The fare rules are somewhat ambiguous in that they include at the very beginning:

NOTE - TICKET MAY BE UPGRADED TO TAFP RULE 4605 H-AP3M TYPE FARE PROVIDED THE FARE DIFFERENCE IS PAID PLUS A CHARGE OF USD 150.00.

but then a number of sentences later say:

CHANGES BEFORE DEPARTURE CHANGES NOT PERMITTED

My (naive) interpretation is that the first clause gives me an out of paying a fare difference and a penalty to change the ticket to a different fare basis, but Orbitz is interpreting the latter sentence to be trumping the earlier one and not letting me make any changes. That really doesn't make sense to me because the fare rules already say that changes can be made after departure with a simple penalty:

AFTER DEPARTURE CHARGE USD 150.00.

Can someone who has more experience with fare basis interpretations give me their read of the situation?

What the heck is TAFP Rule 4605? A Google search leads back to FlyerTalk (not this thread, a different one) but even that is simply a quote that doesn't explain what it means.

Looking at the properly-formatted version of the fare rules, you can see that the "CHANGES NOT PERMITTED" is listed in the "CHANGES" sub-section. "TICKET MAY BE UPGRADED" is listed under "CANCELLATIONS".

So yes, you can cancel the ticket and apply its value (less the $150 USD penalty) to another ticket (of the specified fare type). This is not considered a change, and the fact that changes are not permitted is irrelevant.
