Why do hotels have maximum lengths of stay?

Virginia still charges state tax after a 30-day stay, but county/city occupancy taxes are reimbursed for the entire length of one's stay once the 31st day begins.

State laws, as others have said, vary drastically on taxation and whether occupants are considered "tenants" after a certain length of time. In this state, a hotel is still a hotel, not legally a "landlord", even for extended stays.
