Using paper tickets
 
So say there is an issue with my flight and I actually convince my airline to issue me a paper ticket...

Would other airliner honor it? Do I just go up and ask them if I could get on?

Depends whether or not the airlines concerned have an interlining agreement. Depends on what kind of fare you are on - a fully flexible one or a restricted one.

Northwest used to have an official policy of accepting other carrier's tickets for standby travel within the US, and they may still have it. Do a search for the "B.U.M.P. program" ("Bring us more passengers").

Doesn't matter if the ticket is paper or electronic. As Aviatrix says, if they don't have agreements in place it ain't gonna happen...
