I am surpised by a few of these responses, especially Rotterdam and Tashkent.
My list includes Albuquerque NM, St. Petersburg, FL.
Haven't yet been to any foreign city I would consider boring.

If you think Crestview, FL is bad, you haven't see South Bay, FL. Well, neither have I, really. I've just driven on the interstate through it but it looks like the most dismal town imaginable. Correctional facility, cheap hotel next to it, food Stamp grocery store and a "fish camp".

I'm kind of surprised by Luxebourg and Brussels - Luxembourg is one of my favorite 1-day stops that I had, and Brussels was fund (although the F1 race at Spa and a weekend at the Nordschleife may be clouding my view.).

I take it you're not much of a drinker... If you were, you would never have put this city on your list of boring cities. Don Julio is a wonderful guide to the city.
However, it brings up the point that any city could be boring to someone. If you don't gel with the personality of the city or know people there, you'll find it boring, as there won't be things geared to you. I'm sure someone could coneivably put Paris or London on their lists, and it would be true for them. Many others would probably put Dallas, but I grew up there and know the place, so I could get myself into fun/trouble at any hour of the day or night.
My list of boring cities would have to include:
Singapore
Bangalore
Frankfort (Sorry, Seb)
Tulsa (Sorry, Jeff)
Washington
Baltimore
Indianapolis (Sorry, sko)

A few of mine:
- Christchurch, NZ. Having been to school and university here, I'm well placed to comment! Lots of nice places around it, and at least these days it has decent restaurants and even some semblance of nightlife,but the city itself is pretty dull and the people are so smugly conservative.
- Rotterdam, Netherlands. At least Amsterdam isn't far away!
- Plymouth, UK: Really tedious place, and ugly concrete bunker architecture to boot. My room at the bland Novotel had a delightful view of a flyover, too!
- Singapore: It's so sterile! I never can understand why everyone on FT seems to like it so much.
- El Paso, TX: I was stuck here for 3 days when the old Ford Taurus I was driving around the USA broke down mysteriously and no-one could figure out how to fix it.
- Slough, UK: For my sins, I've lived here too. The best thing about Slough is the M4 to London (and the proximity of Heathrow).
- Dunfermline, Scotland: we used to have a client based here. There is absolutely no other reason you would ever wish to visit!
- Perth, Australia: fine if you just want to hang out on the beaches (lovely) or be ripped off by tourist trap pseudo-historical Fremantle, but for one of Australia's major cities it is seriously lacking much in the way of interesting urban life. Or at least it was when I visited in '98 - I hear things have improved a bit.
