Upgrading from full-fare to business
 
I'm flying BA IAD to Amman for government work. Uncle Sam will pay for full-fare coach, but not business class. Are there any airlines offering free upgrades? Any suggestions on how to get an upgrade. I don't have elite status, in fact, my only miles are on Southwest.
