Rental Car question
 
I have a friend who is a USA citizen with a passport who has been living in Egypt for 5 years hence her drivers license has expired.

Will she be able to rent a car in the USA
with a passport and maybe a international drivers license?

You have to have a valid drivers license to get an international drivers license. Does your friend have an Egyptian drivers license?
