Praha, Czech Republic. It was the least-bombed cities during WW2 so most of the old architecture is still there. They call it the City of Spires. The Charles Bridge is especially photogenic.
Other than Prague, I'd say Chicago. In fact, if you ask Europeans who have visited Chicago, or you ask any architecural student, they would also say Chicago.
But the absolute best has to be Los Angeles on a rare clear day. We've had a few of those lately when the off-shore winds blow the smog out over the Pacific. It's absolutely heartbreaking to see how beautiful LA is on those rare days. The rest of the time it's a ugly brown haze over everything.
