Embassy/Consulate Closings

Looks like lots of embassies and consulates are closing as a result of the war, including some surprising locations:

Did this happen back in 1991? Does this change anyone's feelings about traveling abroad?

What does "closed" mean? Closed to public access? I don't think it means evacuated. I would expect that there would still be consular services to US citizens in those locations - but you probably can't just show up at the door. Maybe I'm wrong?

In some cases closed means the embassy personnel have left the building (sorry Elvis). Not sure if that's the case in all instances, but I know a lot of countries are evacuating embassy personnel.
