Shrinkwrapping luggage rather than locking it

Several years ago when I was flying back from Paris the security there was particularly tight and after the bags were x-rayed and examined they put the bags into a giant shrinkwrap machine that completely sealed the bag. At the time I thought it excessive, but now that locks are no longer allowed on bags I wonder if this might be a better compromise. It seems that this would allow a clear sign that a bag had been "cleared" and need not be re-examined and provide peace of mind to the traveler that "they ain't messing with my stuff".

The expense could be born by the individual traveler on an optional basis or built into fees for all. What do you think?

We've discussed it here in the past, it is actually funny, the extra security measures will put the people out of business that do the shrink wrapping in the airport lobbies, but may get them jobs working on the other side, or at least a place to sell their equipment.
