Policies on Compensation for Delayed Baggage

I just received a $175 cheque (amount requested to cover out of pocket expenses) to cover a bag that was delayed going to Cameroon. Don't know where the problem was but Air Canada took responsibility.

The ticket (issued by Air Canada) stated: "liability for loss, delay or damage to baggage is limited as follows: . . . 2) for most international travel to approximately $9.07 per pound ($20/kilo) for checked baggage . . . consult your carrier for further information. The letter that accompanied the cheque stated "airline tariff regulations therefore preclude liability for consequential claims if baggage is delayed" . . . "as a gesture of goodwill, if a passenger is away from home and his or her baggage is delayed more than 24 hours, AC will contriubte 50% of the cost of interim clothing and toiletry purchases, to a maximum of $150"

Since I am a top tier elite, they gave me what I asked for. This was my first ever baggage claim in 30 years of flying. My question is "what are the rules?". The letter contradicts what is on the ticket issued by the airline that honored my claim. While I am happy with the outcome, I am confused by the "rules".
