Strict carryon limits on UK carriers?

Strict carryon limits on UK carriers?
Although there are variations in carry-on allowance (both official and what's allowed to pass) on US carriers, do you think British carriers are more strict? From my experience (British Airways, KLMuk), this seems to be the case. In some instances, they have enforced their weight limit (as low as 11 lbs.). Anyone with advice or recent experiences with UK (or non-UK) airlines?

In my last trip to Brussel with LH, I saw that in each country, Lufthansa staff have diffent way of practicing the limit of carry-on allowance.
We were a group of 7 travelling together for an extended weekend in Belgium. Since we do not want to wait for baggage in BRU airport, we didn't check in our carry-ons in IST. And nobody asked us why.
In FRA, the gate agent decided that carry-on of my friend looked(?) heavy. And checked in that carry-on. Then seven of us waited 20 minutes for that carry-on at BRU.
And on the way back home in BRU, they weighed each of our carry-ons and told us carry-on allowence is 8.5kg. They checked in the carry-ons exceeding this limit. That was 4 carry-ons out seven for my group.

Just got back from the UK. I flew carry-on only across the Atlantic and fully expected to do the same on the BD leg from LHR --> Edinburgh, but even though my bag was not too big (I think), they made me weigh it and it was too heavy. They checked it in both directions.

BA seem to weigh about 50% of the time, but I've never seen them check for size. I wish they would - I am very much in favour of a one carry-on policy, within the limits of size and weight.
