What does Express Way Visual mean on approach?

The Express way Visual is a SIAP (standard instrument approach procedure) that has a weather minimum of a broken or overcast layer at 3000FT and visibility of 5 nautical miles. The approach starts at 4.9 DME (distance measuring equipment) from the LGA VOR. Once at 4.9 DME at the DIALS intersection you will fly a 085 heading to fly parallel to the Long Island express way all the way to Citi field where you will make a left turn just passed the field for the pilot to be lined up with 31 and just follow the PAPI/VASI lights in.
