The rest of the world has used "Line Up and Wait" for a long time. The FAA standardized the phraseology to reduce the possibility of confusion among international flight crews.

Oh wow, I’m a pilot myself and I missed this change (haven’t flown in almost 10 years). I find the new terminology a bit odd - “line up and wait” seems ambiguous since, when you’re in the takeoff queue, aren’t you already “lined up” (in the sense of in a queue, not lined up with the runway) and waiting? And both “position” and “hold” are standard ATC terms, so terms like “position and hold” and “hold position” shouldn’t be confusing, IMHO. But they didn’t consult me. :D
