Who do I flirt with to get an upgraded seat?

Being nice to people should be a human trait for any decent person with or without the possibility of an upgrade but yes by being nice and asking politely (not for a business upgrade or anything free) for a seat with more room or if I could be seated in Aisle with open middle seat, that is possible and happened many times.
My best experience was with Norwegian for a great 1A "upgrade" (the seats were the same as the rest of the plane just extra leg room and faster exit) where I sat right next to the airline's CEO Bjřrn Kjos. It was a nice and unexpected company and we got to talk a bit about his plans for Trans Atlantic budget flights on the 789 and 737MAX.

I am fairly sure it had recline. Unlimited leg room. Best part is that the door which was a foot or so infront of my seat had a ledge I could use as a foot rest.
It was an upgrade but it was also the first time i couldn't get poor man's lie flat on this route.

Sadly now the site of a Walgreens drug store and about two miles away from here. That ad. was from 1968 and most of the trolls have moved to Mt. Horeb since, viz: http://thegrumpytroll.com/. I don't know about the animated ones.

Flirt with someone who has the money or miles to upgrade your seat for you. Probably won't work at the airport, this has to be a longer term play. (In most cases.)

I've heard and read that you can be nice or talk to someone nicely to get a possible upgraded seat. I have a few questions
1. Who do I talk to or have a better chance with? The person checking in my luggage and printing my boarding pass or the person working at the gate?
2. Would giving them a tip be a nice gesture just to thank them for working at such a late hour.. etc. etc..
3. Show up really early? - I would be thrown into nicer seats if no one booked them
Show up near boarding? - I would be thrown into nicer seats if they are open
