Although this is "new" it has been around for decades, its essentially ACARS for ATC. Quite frankly I'm surprised it took them this long to think of it.

Excellent. This will potential prevent many deadly accidents (like the KLM/Pan Am crash).

Correct that this is not new, as far as altitude clearances for Pacific and Atlantic oceanic airspace.

This is the Data Comm right? I thought a bunch of major airports already got this in 2015.
