Not at all. I wasn't trying to suggest such. However, most people equate Stars (or diamonds or rosettes) with either a government or independent rating agency (Fodors/Mobil, AAA/AA, Michelin). There are people who don't realize that seven stars are just that, marketing by the hotel, not an independent rating.

To weigh in on experience that is admittedly about 15 years old, the software at the independent property where I was a front desk manager was designed to rotate the rooms through so there was equal usage within that category. We only had three room categories, and our loyalty program at the time got you nothing but points, so no upgrades etc.

I do remember having a lot of pre-blocks, so someone would assign a room when the reservation was made. This was done for some of our real frequent guests, ones that would always want the same rooms.

If there was no pre-assigned room, the computer would pop up a room number based on that formula above. It was very easy, and happened a lot, to change the room assignment for just about any reason - being closer to someone else, preference, whatever. I have no idea if that software (somewhat popular) still does it that way or if methods have changed since 2000.

I am presuming that the hotels that market themselves as seven star hotels aren't in countries where they have government rating systems.

This is the deluxe process for arrival amenities. It's like a buffet. I've always believed it rude to take everything, but it's wonderful to be able to select a few really nice items. Some of my more memorable amenity selections were an iPad, a bunch of Bulgari products, and a new Tumi carry-on. This is sooooooo much better than a bowl of fruit, IMHO.

im talking about government systems (like france?) if hotel puts out marketing material using/implying higher rating than what government gave them, its not like government goes in and fines them do they?

In France, I feel fairly confident that the government would fine them.
