In today's paranoid world NO ONE is going to carry your item from baggage claim through the customs. That's an absolutely ridiculous proposition.

I just don't understand how any of that is possible as long as you make an appropriate declaration. I've had food products confiscated before, but never had any repercussions beyond the confiscation as I was upfront with CBP about what I was carrying.

Obviously, if you are making a false declaration, that is another matter entirely and something I would not advise.

Point of note: The liquor laws are subject to state regulation, the entry inspectors are all US Government employees.

Point of further note: It's Customs policy to enforce whatever the local law is for alcohol possession at the port of entry, which in the main US Customs zone is 21 unless you're in Puerto Rico.
