Because some people have the ability to determine that certain rules don't apply to them. And unless confronted they will not follow such rules. Personally, I have no problem confronting them.

The only way to conrol camera use is to confiscate all cameras on boarding and return them on attival. Ans then you need to confiscate all cell phones since studies have shown that about 1/3 of them remain 'on' throughout the flight. Then retuen them on landing........
Hopefully, nobody has any connections.

Also note that the FAA jurisdiction is not global.

At the beginning of each flight in the US the flight crew defines the rules and also describes the requirements to follow the directions of signs and the flight crew. Reasonable adults follow rules or work to modify them. Selfish people do whatever they please unless they are confronted.
If you wish to do whatever you want on an airplane then you should charter your own flight where you have no chance of affecting anyone else while you are updating your facebook status, or closing that big Boise deal. Otherwise, just follow the rules. When we get above 10,000 feet you can connect to the onboard internet and post to your instagram page.

Is there a specific law against photography on take-off/landing or is it covered by the catch-all of "electronic devices?" I have yet to have heard a warning on an aircraft about not taking photos.
Should an FA or other airline employee ask me not to photograph I would certainly comply. However a passenger who felt compelled to "confront" me would be another matter entirely.

You want to prevent people from using cell phones? Stand an FA every 3 rows looking at the pax during take off and landing to make sure they are not looking down. Otherwise most people will use cellphones when in signal range.
