(I thought OP's confusion was about checked vs carry-on bags. OP might also need info on "free" baggage allowance policies as well but that should fall under the checked bag category.) It's the non-US North American carriers which limit carryon or hand luggage by weight. I beleive AC, Westjet and AeroMexico all restrict weight. None of the US airlines I know of restrict weight (although I wouldn't be surprised if Spirit does, or will at some point in the near future).
