What do you do if people next door are smoking pot and the hotel won't do a thing?

I think the decision of what to do depends on at least the following:
Is there a noise problem? Is the smoke permeating your room?
Are there sketchy people who do not seem to be hotel guests? Does the party room seem to be overcrowded to the point of being a safety problem? Do people seem to be carelessly using candles or otherwise creating a fire hazard?
Are people from the "party" hanging out in the hallways? Are a lot of people coming and going? Do you feel concerned or intimidated about going to and from your room?
What roughly are the laws and legal system in your location? Are the police and courts corrupt? Are you a foreigner and are you in the country legally? Can the hotel kick you out or can someone cause trouble for you if you complain?

were they in a no smoking room? if so, the hotel can probably stop them from smoking. if not, " get a life"(William Shatner). there are so many worthwhile causes looking for your time and dedication.
in many jurisdictions smoking pot is legal. how did you know it was pot smoking? lots of stuff smells like pot.
what if the hotel throws them out of a smoking allowed room, and we find they were somking turkish latakia? is not the hotel then in deep pucky.

I can see that second hand pot smoke could affect your drug test. If that's your concern, ask to be moved.

Pot is a little less bad than tobacco, but only a little.
(Smoked) pot or tobacco is a lot worse than alcohol because the smoke spreads out a lot more easily.
(Now you CAN get booze smell to spread out, but it takes a LOT of work or a lot of spillage...)

I would just note that some professions require their people to be drug free and those people are tested for, amongst other things, pot. A person who is exposed to second hand pot smoke might test positive and this could be a problem for them.
Since this is FT, imagine if your pilot smelled of pot as s/he entered the aircraft (the smell does cling to clothing, after all). They might just get pulled from the flight (can't afford to take chances) and find themselves peeing into a cup. Depending on just how much smoke infiltrated into their room, they might fail the test - possibly with serious consequences to their career.
