Thanks for the head's up. I'm on the task! I usually keep my checking account balance below $300 because I've been afraid that --if I lost my wallet-- someone could go to town with my debit card at Cartier or Tiffany. This has sometimes caused me problems on weekends (like NOW -- I forgot it was a 3-day weekend over there) when their transfer department is closed.

I don't think the chip is going to prevent that - someone could still swipe. But, generally speaking, if a merchant accepts a swipe when a chip is available, the merchant is liable for fraud more or less. So it should help.

I really want it for places that don't take cards without chips.

Capitalone also has free withdrawals, if you are in a state they don't have a location (which is many).

Scottrade also has free atm withdrawals with reimbursement (a "reasonable" amount per month).

Thanks for the reminder, josephstern. Just chatted my way to a new Schwab debit card with chip. Easy, breezy.

For me, Schwab is (by far) the best choice for an international debit card.

Got my Schwab Debit Card with chip and used it at a Citibank ATM in Chinatown (Manhattan) and while the card was inserted like a normal ATM it read the chip and said so on the screen. Easy and my money was in hand quickly.

Those accounts are no longer open to new members. Ever since Capital One acquired ING, people in states where they don't operate are redirected to Capital One 360 (formerly ING Direct) which doesn't charge ATM fees but doesn't rebate surcharges.

I believe the Capital One branches do have a debit card that rebates surcharges, but you need to live in those states to get it.
