i think some very sensitive equipment is out laying around, particularly at night. if they just run out of room at dca, they just fall into shallow water.

If it's a matter of life and death they'll put a bird down anywhere with a long piece of tarmac and sort it out later.

My parents tell a story of flying home to England in the mid-60s in a prop plane (to get married). The plane developed mechanical trouble and they put down at a NATO military airbase in Greenland. The guards were polite, but kept the passengers well confined until the problem was fixed and they were sent on their way.
