air traffic control on transpacific flights

Who do the pilots talk to out there? No LA Center, Oskland Center, etc there.

Normally they communicate over datalink or HF radio to oceanic control, using procedural control (position reports) as there is no radar coverage

Oakland Center controls much of the North Pacific. Communication is via ARINC (San Fransisco Radio) on HF and, for those aircraft that are equipped, data link. On the other side of the Pacific control transfers to Tokyo Control, Manila Control, Singapore, etc.
