Passport Application Question--HELP

Trying to replace a lost passport....but kinda confused on one question on the form.....
Are you submitting this form in connection with an application for a new passport?

What does this exactly mean? Do I say NO or YES? I just want to replace a lost passport....not apply for a new one....or does this count as an application for a new one?!

I believe "new passport" means first time passport or new passport for a child over 16 or whatever the age is when you can start getting 10 year passports.

you may want to check out the info on this page
http://travel.state.gov/passport/lost/lost_848.html

you can always call them toll-free to ask

hehe I did call them...I got a lady who was really rude, and ufffed me when I told her I just want to replace a lost passport. She just read me back the question ...........

I think I mark "NO" for that since its not a new application....simply a replacement??

yes..this time, got a nice ol' lady with a southern accent. She said I need to fill out DS11- and DS64 and mark YES for that box, since its a whole new application, as if I never had one before.

Mods..this thread can be closed now...I got my answer. THANK YOU ALL!!
