.net framework
 
Does installing the Microsoft .net framework have any adverse effects, such as slowing system performance? Or does it only come into play when you are running a program that uses it?

Depending on how you install it, you may take a slight hit when it pre-compiles all of the system libraries for the first time, but it is tuned to only start up when the system is idle. Other than that, if you never use a program that uses .NET, you will never know that it is there.

But if you never use a progran that utilzes .NET, then why have the .NET on your PC at all?

If you know you'll never run a program that uses it, your correct in saying that you don't need it. With Vista however, the 3.0 .NET runtime comes installed as a part of Windows.
