Big warning to you all
With my oneplus two, the phone will pull data whilst roaming, even with data roaming services explicitly turned off.
It seems to be specific to certain traffic channels, as it always alerts me of emails, gmail, and occasionally hangouts and WhatsApp messages. When this occurs, it doesn't seem that webpages can open.
I've always been on the latest software. This has occurred variously in Spain, Italy, Croatia, Hungary, Germany, etc etc...so its not specific to a single locality or carrier
My phone is billed directly to my employer so I'm not aware or too conscious of the financial impact...if its for personal use I would advise you to be careful
