Best SIM Card for unlocked phone
I currently have a Verizon Samsung Renown Phone Quadband that is unlocked and can accept any SIM Card. I will be going to Cabos Mexico and want the cheapest plan available for a SIM Card. Do I get a country specific card or get one that can be used around the world? Is there a card that I can use in the USA that allows free incoming calls or very inexpensive as well at inexpensive outgoing.
Would you recommend that I buy the SIM card in Mexico when I arrive? Also where can I go to get one in Cabos?

Verizon has a "nationwide plus Mexico" plan which includes calls in Mexico. See if you can turn on that plan for only the days you going to be there. With international data plans, they will prorate it. I'm not sure about Verizon's Mexican/Canadian options.
You also asked: "Is there a card that I can use in the USA that allows free incoming calls or very inexpensive as well at inexpensive outgoing." I haven't found many plans in the US with free incoming (other than unlimited plans) which are free incoming/outgoing. Sprint/Nextel had one. Some regionals had them in their home areas.
If you get a plan with MyFavs, you can cheat and get a Google Voice number which can program to forward all calls to your mobile pushing your Google Voice number. When you answer the phone, you'll get a message (if you set this option) saying "You've got an incoming call from John Smith, press '1' to accept this call; press '2' to go to voicemail). Verizon is soon going to let you make unlimited circuit switched Skype calls on their network as part of the deal. If it works like the UK, you could cheat by getting two Skype accounts and buying a Skype-In number for Account #1 and setting Account #2 to ring on your phone. Now call forward Accoount #1 to Account #2.
I have a friend who does this on 3 UK so that he can have a US ringing to his UK mobile with free incoming.
