Is it so hard to make a bag just under 22 x 14 x 9 inches ?

I'm trying to find a bag that comfortably falls within 22 x 14 x 9 inches, but it seems near impossible. Most bags seem to be an inch or two over on one of the sides. Is there such a thing as a bag that's about 21 x 13 x 8 (and inch under each side, or thereabouts?). Not sure why all "carry ons" are over the airline requirements. I'm sure in reality, it's fine, but I'd rather avoid being borderline.

E.g.
0.5 inch over. Overall Dimensions 22.0" x 13.5" x 9.5"
Samsonite Aspire Xlite Spinner

1.5" over. Overall Dimensions: 21.5" x 15.5" x 9.0"
Samsonite Mightlight 2 Softside Spinner

Search for international carry-ons. International size restrictions are slightly smaller than US Domestic so those bags tend to also be just a bit smaller. For example, the Tumi Alpha 2 is 21.75" x 13.5" x 9.75". www. ebags.com/product/tumi/alpha-international-expandable-4-wheeled-carry-on/270952?productid=10295430#productDescr

From www. ebags.com/buyingguides/luggage-and-travel/carry-on-luggage-size it looks like 10"+ depth is more common than 9" which is probably why you dont see many as small as 9".

Samsonite Winfield 2 Fashion Carry-On Hardside Spinner Luggage - 20"

I have this bag and its pretty damn close to its stated sizes barring the handles themselves. Its a soft side also so its a bit more flexible too.

Technically the airline measurements include any handles & wheels, to fit in the test sizers they have at airports.
But manufacturers can at times use the inside measurements

Yep, it's a PITA the sizing isn't the actual size of the item. You'll be closer to the size by looking at items listed as 20 inches or smaller and spinners will limit your size even more. I have a softside 20" Dakine I got back in 2013 - bought it for my trip to Australia as they had a size and weight limit. No problem on a Qantas domestic economy flight. It's about 5 pounds empty and actually 21x13x7.5" with the wheels/handle. It's not perfect, tends to tip over if you don't have anything heavy in the bottom, no inner pocket or ties inside but for $50 can't complain as I use it just for clothes and I only travel 1-2 times a year.

I also have a Verdi brand one from Bed Bath & Beyond ages ago that is pretty much 22x14x9 - can be expanded additional 2" to 11" (It fit a United sizer in 2012 unexpanded). It was advertised as 20" (but is 22") and weighs a ton compared to the Dakine so really for domestic only. I think they only sell spinners (or duffles) now which make them way too tall.

Received the bag today. I like it, and it should fit within most airline requirements. I took my own measurements, and they are (surprise surprise) bigger than the manufacturers claim on 2 of 3 sides.

travel pro max lite 4 international
My measurements:
Inches: 21.25 x 14.5 x 10" (45.75 linear)
CM: 54 x 37 x 26 (117 linear)

Manufacturer claim
Inches: 21.25 x 14.25 x 8"
CM: 54 x 36 x 21

You got that right!!! I spent the better part of a day a couple weekends ago in a large mall measuring luggage. It was either under-seat size or just a little over 22x14x9. I even posted a question on another airline forum that makes it a habit of shaming people who get busted with a 22.5x14x9 bag for trying to "get away with bending the rules." I figured everybody there had found the magic bag, since they are always quick to scold an offender. I even said I was looking for something just under 22x14x9. The response? Lots of hemming and hawing, a lot of "airlines have different requirements," and one, count'em, one, mention of a bag that is, yep, 22.5x14x9.

And I tried to get the Maxlite 4 because my checked bag is that and I like it. Luckily I measured it in the store!

I don't know what the problem is.

I think most people get away with it because most borderline size bags will fit in sizers so long as they aren't completely packed. Such as my maxlite 4 described above, so long as I don't have much in the front pocket.
I wish manufacturers could just make properly sized carry ons to suit most markets.

Check ODBackpacks.com bags,
For my experience, they are very professional.
I purchased all my travel bags from there.

I have a Samsonite ShortLite 50cm that fits every airline and circumstance.

Unfortunately, they seem to have discontinued it

And indeed, the whole "ShortLite" range.

"Uplite" is the nearest they have now, and it's minimum 55cm.
