Let me preface this by saying that I own a B&R bag (the TU219) and like it, BUT:
This strikes me as disingenuous at best and a flat-out lie at worst. Notice the little tiny print at the bottom which states that bag heights are bag ONLY and don't include wheels or handle. So if you are looking for a bag that fits 22x9x14 (stated max dimension for most US airlines), NONE of the 22" bags will work on:

Yes unreliable/misleading size specification has been a known issue with many brands, including B&R, and is often discussed here.
I like non-wheeled shoulder bag, but my wife is a fan of wheeled carry-on. We limit ourselves to 20" and bought one a few years ago. As light packers, we would probably choose an 18"-19" if we had to do it today.

All manufacturers should have a chart like this. It makes shopping so much easier than having to click into each collection, click into the size and then somehow figure out how to compare them.

Although it says 21", the bag is actually 21.5" on the exterior of the bag only. Adding in wheels and handle, it is an inch or so over 22", closer to 23". However, it still fits in most overheads. Just flew on 777 and 319 on United and fit handle first with no problems. However, flew on a United 767 and it didn't come close (albeit nothing would fit, only 16" rolling totes would fit, most worthless overheads I've seen!). I would go with the 20" if nervous about the fit.

My rule of thumb (and not just because of overhead bins) is: 20" max if your travel life will include foreign airlines or airports; 22" max if only dmestic. Obviously premium cabins are more forgiving, coach less so.
