I have a question about long exposure pictures... I am current using the Panasonic LX7, I know it's is nowhere near as good as most of the cameras used to take most of these amazing pictures, but I still want to learn how I can get the most out of it. It does not seem to matter much how I tweak the aperture, long exposure pictures usually ends up very very bright. Is there any way around this issue?

You need to make sure you set everything manually; ISO, aperture, time. You really need to experiment. Take a shot, and adjust from there. One you start hitting high ISO's, you're going to get a lot of grain, so I'd try to stay away from the upper range.
