Flying with a 18lbs cat

Hi there,
We're moving cross country (PHL to SLC) and are fairly stressed out about our cat. We've called multiple airlines and searched through a good portion of the internet to find an answer on how to fly out to Salt Lake with our cat. He's about 17-18lbs (not fat, just big) and it looks like we're at the mercy of the gate agents. He'll fit in most carriers, but he'll likely touch the top of the carrier when standing up.

What we found the biggest issue is the height constraint. What are others experiences with a 11" sherpa bag that has to go into a 9" tall space?

It doesn't help that we'll have our 5 month old daughter with us as well, knowing that the agent could just deny us to board with him.

We haven't booked our tickets yet, and it looks like Delta is the only one providing nonstop flights, but based on our research, it looks like Delta would definitely not allow our cat in a medium or large sherpa bag (it looks like the plane from PHL to SLC does not have enough space for those bags). So we're left with American, JetBlue or possibly Southwest.

Any suggestions or hints would be greatly appreciated. Driving for 3-4 days just doesn't seem like a feasible alternative...

you can't put a lot of liquid in the baggage
you can only put dry food for your cats and just a couple of cans of wet food
