Turbulence on flight from Rio to Houston injures 26

Interesting to read that uninjured passengers remained on the plane because there were no authorities to clear them for disembarkation ???

looks like 1 of 7 didn't have the seat belt fastened....seems like a high # for 4am ish.... but some could have been hurt by those who were tosses about.... i wonder if you could sue someone who didn't have the belt fastened?....no mention of crew injuries....
