No changes and refunds for special tickets? The new policy of CAAC says "No"!
The Civil Aviation Administration of China ("CAAC") has recently distributed the Circular on Improving Ticket Services in the Civil Aviation Sector.
The Circular clearly specifies that all airline companies shall follow the tiered pricing model and set a reasonable fee standard for ticket changes and refunds, and cannot just stipulate that special tickets are not allowed to change and refund, adding that the ticket cancellation fees cannot exceed base fares; online travel agent (OTA) platforms and ticket sales agencies are also strictly prohibited to charge additional fees beyond the fee standards for ticket changes and refunds.
