Great news-the FAA allows higher harnessed and rear facing seats
 
For those of us who have their over 40lb children in 5 point harnesses, the good news is that we're now officially allowed to do so in the air. Before, technically, our seats could be taken away once our children were 40lbs.

With so many higher-harnessed seats now being used (and probably the standard in the future), this is welcome.

There has also been debate over rear-facing seats that blocked the person in front from reclining and caused problems on flights.

Handicapped children are also now allowed to use them for as long as they need a restraint when flying. This means perhaps more families can take well-deserved vacations...

Now maybe United Airlines will stop giving the bulkheads to fflyers and start giving them to families!

What about normal children will not be in bulkhead but, It will be stay where they are in between front or middle and back row? I am not asking anything else the questionable about child restraint. I'm surely if airlines will have to be approval about child device.

The same rules still apply. You're not required to put it in a bulkhead but this specifically says that if the seat can't be accomodated, it should be moved to a bulkhead. This has to do with rear-facing seats specifically, which have caused problems on many flights. But if the seat is fine where it is, and doesn't block another passengers' access to the aisle, they can go in any non-emergency exit row (or adjacent rows on some aircraft).

Most U.S. car seats are FAA approved. They require an internal harness and hard back. Because these seats with their own harnesses are safer than boosters, there are more and more of them on the market which hold children over 40lbs. My five year old is riding in one now and I've taken it on Lufthansa, United and Southwest without problems. It's FAA approved and goes to 65lbs.
