Stroller friendly European cities

Which European cities is stroller friendly and enough to do with a 4 yr & 18 mos?

We have been lots to London with 2 strollers. Brussels or Amsterdam should be easy also.
Paris: avoid: not very kid friendly when you attempt to go in a restaurant, so difficult to offload the stroller. And only buses are kind of usable with a stroller.

If only one child, get a back pack instead of a storller. They also convert to a seat at a restaurant
