Etihad charging HIGHER percentage of base fare for infant in premium cabins

I've been looking at award or revenue travel from Australia to Europe and noticed something strange on Etihad.

Etihad want 20% for an infant fare where the adult is in Business or first class cabins, but only 10% where the parent is flying coach/economy.

Interesting.

I suppose that's one way to discourage babies in the front of the plane. (Not saying I believe in that philosophy... just saying that they are perhaps trying to quietly discourage it.)

Here is the text from a typical EY F fare rules

Code:
Category 19: Discounts

  ACCOMPANIED CHILD 2-11 - NO DISCOUNT
  OR - INFANT UNDER 2 WITHOUT A SEAT - CHARGE 20 PERCENT OF
         THE FARE.
             TICKETING CODE - BASE FARE CODE PLUS IN AND
               PERCENT OF FARE PAID.
         NOTE -
          INFANTS WHO REACH SECOND BIRTHDAY BEFORE RETURNING
          TO US MUST PURCHASE A SEAT FOR THE INBOUND FLIGHT-
          CHARGE HALF THE INFANT FARE OUTBOUND IF TRAVELLING
          OUTBOUND WITHOUT A SEAT AND HALF THE CHILD FARE
          INBOUND.
  OR - INFANT UNDER 2 WITH A SEAT - NO DISCOUNT
I booked 2 adults and 3 under 11 year olds in F last year and kept fiddling to try to get (what is fairly routine) discount (usually 20-30% depending on the carrier) for them but never could. You can see in the fare rules that they don't offer that discount. So 20% charge for lap infant and no discount for under 11 year olds...

I haven't seen a discounted child fare in about a decade. Does any airline still offer them?

I have! We almost always get a small discount when we take the kids overseas

Absolutely. Here's a snippet from a random AA fare:

I am not sure where you are looking, but pretty much every airline does, w the exception of intra n America fares (and well, Etihad now).
Do a matrix search for HKG-SIN on ITA Matrix for 1 adult and 1 child. Pretty much every result will come back w an asterisk next to it, which if you click thru will show some level of child discount. For business class and higher, 20-25% discount really adds up when you are bringing 3 kids along!

Just ran into the 20% on EY C AUH-CGK. About double lap infant price as QRs 10% AUH-DOH-CGK, but figured the 150$ or so loss was worth it for more convenient flight times and no connection.

It was also a steep 102$ for the lap infant on EY C DOH-AUH coming into DOH on QR, but no QR seats for parents into AUH.

EY CS demands 30$service fee for lap infant in Y, 60$ in C!!

Correct? Workaround?

They also say that since I have an AA ticket, they need to have a spare seat to book the infant into, and then move it to a lap infant. Meaning its probably impossible if the cabin is sold out.

Different questions are asked to different crowds.

Though, Im happy to report that a HUACA gave me an agent who tickteted the lap infant without adding the service charge at all, and didnt even ask.

A friend asked via twitter and FB but responses were useless.
