On both of my trips to Phuket i've rented cars.

Too many people still operate under the assumption 'it's still cheaper than at home.' So long as that continues there will be people who overcharge.

As for the bullying, it's easy enough to end it but that will take money out of the police/officials' pockets and we all know that will never happen.

Reason #743 that non-touristy areas are better in Thailand.

Whereas, "these dang tuktuks are 15-20x as expensive as a songthaew in Pattaya" is why I will never go back to Patong.

Thai Hotels to Rise 8-10% Next Year

Bad flooding that started upcountry has been affecting the central provinces and those closer to Bangkok. With central Bangkok within the flood gates, it shouldn't be as affected, but travelers should be aware and make plans accordingly.

Is the flooding likely to affect the road to Hua Hin? I remember being on a bus once where the road was pretty flooded (about 2 or three feet ) but it wasn't raining and I'm not sure where the runoff came from.

The current flooding is coming down the Chao Phraya valley. If the flooding is affecting the roads to Hua Hin then sea level has risen 5-10 meters.
