The travel dates will be early/mid june till end of june.

I thought koh samui would be the best as I read it is less affected by the rain season.

As Saigon stated, Koh Tao is where to go for diving license. I always stay in cheap bungalows there, but I am sure there are some decent places.. plenty of dive shops.I got certified at New Way for some $200USD or so! If you want to dive/learn to dive this is the island!
