Required Documents:
- A Certificate of Vaccination (fully vaccinated) with an approved vaccine at least 14 days before travelling.
- Those previously infected within 3 months must have received 1 dose of an approved vaccine at least 14 days before travelling.
- Travelers under 12 years of age, travelling with parents or guardians, are exempt from the vaccination requirement.
- A Medical Certificate with an RT-PCR lab result indicating that COVID-19 is not detected issued no more than 72 hours before travelling (all travelers).
- A confirmed payment for a 1-night stay at SHA+, AQ, OQ, or AHQ accommodation, and 1 RT-PCR test.
- An insurance policy with coverage no less than US$50,000.

Any recent reports on whether the ban on international travelers will the extended again after the current extension until the end of this month? I hear from friends in Bangkok that shops etc. are reopening, and domestic flights resumed on May 1, but no one has any idea about when international travelers (other than in a few fairly narrow categories) will be permitted.

My TG and WE flights between CNX and BKK have been cancelled for August so I imagine int’l flights won’t open beforehand.

"October", could the first, the fifteenth, or Halloween, is a month I've seen "floated" by various government and tourist-oriented sources over the past ~ 10 days.
One hopes this means no fit-to-fly certificate, no special visa, no extra insurance, no quarantine on arrival.
The "government" is being criticized, in a way which I have never seen (for a military government), for a poor performance on re-patriating Thais. This aspect may get more focus, in the near term.

Not sure how domestic flight cancellations affect international flights? There could be any number of reasons for these cancellations. AFAIK, one can fly BKK/DMK-CNX today, although the provincial government of Chiang Mai may have restrictions on who would be allowed to leave the airport, who might be quarantined? Every province seems to have its own rules and I admit I have no interest in keeping up with those.
"Passengers are required to check provinces' latest announcements and orders every time prior to booking domestic flights as the requirements to tame the spread of the coronavirus may vary."

I was also surprised by the extension to the end of June.
With over 20% of the GDP based on travel & tourism, millions of Thais will suffer a lot from this and it will become increasingly difficult to explain this ban every day.
Not only June will be gone with that extension, but it will also diminish the hope to at least save what's left of the summer travel season in July and August, because many people will now make other holiday plans. - At least here in Europe, options for summer are now opening up every day.
My hope was - and still is - that Thailand can at least find agreements with some of the key countries where the situation seems well controlled (like China and South Korea) to allow at least some tourism.

How much testing has Thailand been doing?
I recall some alarm about Thailand refusing to impose entry bans to Chinese tourists around early February.
Lot of skepticism about some of the Thai ministers.
Yet all across Asia the numbers are better than Europe or the US.

I guess the only surprise is that the "government" announced the extension so far in advance of 31 May. I wasn't expecting any action until the 27th at the earliest.
Can foreigners travel to China and South Korea today?
It seems like a lot of the countries which "appear" to be doing well are still closed?
The primary flu season here begins in June, running through October.
There's always Cambodia I guess.

I was surprised to read that the international flight ban has been extended for yet another month, until the end of June. On Saturday no new coronavirus infections or deaths were reported. Malls and department stores are now being allowed to reopen. (Of course, every day in Thailand there are 50 or so deaths from motorcycle accidents.)

I am very fearful that it will be a long time before anyone from USA is allowed entry, even with health requirements. Our failure to adequately respond to the virus has us as the global hot spot, with another spike sure to come in a couple weeks.
