Or an agency that has long since figured out how to deal with a flood of applicants with their finite budget, time and staff. Besides, there is no need to explain the problem because it's on the State Dept. website: Evidence of your employment and/or your family ties may be sufficient to show the purpose of your trip and your intent to return to your home country.

Handling visa applicants is not customer service. It's weeding out applicants who didn't follow procedure or who don't stand a chance of getting a visa, so the agency can process those did follow procedure and do qualify. In my 5 1/2 years in Thailand I've known 3 men who pulled out their hair and ranted at not being able to get a tourist visa for their wives. By the time they realized their only option was to apply again and what that meant if they failed, all three sought a visa law specialist. The same man who posts occasional tips on the local expat forum. The same man who says the number one problem with his customers are errors in applications.
