Maybe as of tomorrow, 23 July 2018 one could use it on the MRT (blue line/subway, and purple line, which is currently a sky-train servicing the northern/northwestern suburbs). Let's see what happens.

It's all very confusing, but I think you may need a Thai national ID card to get the mangmoom card, and you can only get one card per ID #.

I honestly just noticed this new registration requirement for the BTS Rabbit Cards, effective February 15, 2019. FWIW, I have ~ 4 cards, unregistered, and have topped all four them up since that date, so YMMV. There are large signs notifying customers of this at each service window. You can link a Line account to an existing BTS Rabbit card (registration still required) via LINE Rabbit Pay.

Starting Friday BTS ‘Rabbit Card’ holders must register their ID cards

As of Friday, all BTS Skytrain “Rabbit Card” holders are required to register their Thai identification cards or passport numbers as well as contact information with train operators.

“By law, your Rabbit Card is a form of electronic payment, and as such you are required to register your card,” reads a message on the train system operator’s website, citing the 1999 Anti-Money Laundering Act.

When asked why a 20-year-old law is only now being enforced, an employee we reached via the 24-hour Rabbit Card hotline said he had “no idea.”

That's news to me. Can you share a link?

I registered three cards yesterday, train-side window at Siam, no line, took about 90 seconds per card, I handed the clerk a copy of my passport, which also included the additional details they require.

You have to register in person for verification of identy. No where on offical site says you can register online.

That is my understanding as well. And you cannot register a card for a third-party, except maybe a minor or under unusual circumstances.

Other payment cards now requiring registration may be able to be registered online, like the 7-Card (7/11) but I'm not certain. The 7-Card may currently only be "registerable" with a Thai ID. YMMV.

I guess the MRT card is not required to be registered as it cannot be used as a form of payment, for services other than the MRT?

Once you register your Rabbit Card, you can link it up to Line Pay account. This way you can top off the card without going withoutgoing to a ticket office or a Rabbit office. Besides the BTS, it can be used at many vendors like McDonald’s, Tesco Lotus Express, Family Mart, Burger King, Swensen’s, Sizzler, Major Group, SF Cinema, SE-ED Book Center and many other places.

No it is not. I have been registered for Rabbit Rewards fow awhile now, and last month Before topping off my card, I had to registar in person.

I added value to all four of my Rabbit cards since 15 Feb. without being registered or being prompted to register.

My sense is that they have not yet set a "register-by" date, as they did with SIMs ages ago, perhaps in part to spread out the registration process. Who knows what ultimately might happen re: mandatory registration?

I have seen just a few posts on Thai social media by customers who were denied top-ups until they had registered. Perhaps early on everyone was directed to register, then with the push-back, a more forgiving approach, along with public notifications, was taken.

I topped up my Rabbit card today at a busy Ekkamai station and wasn’t asked for ID. I had only got the card back in December.

My Dad bought a card the other day at Ratchadamri station and needed to show passport. He wasn’t allowed to get one for my Mum who didn’t have her passport with her. But he was able to get one later when he went back on his own with her passport!!
