Arrivals at Texas airports from quarantine states, cities
 
Can anyone comment about their experience of arriving at a Texas airport from a quarantine location, such as California, New York, Atlanta, Miami, etc.? The state of Texas has imposed a 14 day self quarantine for air travelers arriving from certain areas, and a form is required to be submitted.

Just curious how this works upon arrival?

I'm curious too? Do they give out the forms to everyone flying into Texas, or just from those specific locations where the quarantine restrictions are in place?

I was chatting with a neighbor who drove in from Louisiana recently while we were walking dogs (from a safe distance).

You complete a card at the airport. There will be Texas DPS officers waiting to greet you at your gate. They can check-in on you daily; he said they've come about every 2-3 days. Different times of the day, generally from 7am to 9pm, and you don't know which day/which time.

Do they give out cards only to those who fly in from the quarantined cities/states? What happens if you originate from a qurantine state, but arrive on a connecting flight from a non-quarantined city?

If you fly EWR-DCA-DFW or something like that then I think you can probably avoid the whole process. I think this is the latest list:

So long as you don't go through any of those, I'd be surprised if anyone is waiting at your flight into Texas.

That applies to Louisiana only. At the end of that story:

The order leaves in place previous orders mandating a 14-day self-quarantine for air travelers from California, Connecticut, New York, New Jersey and Washington, as well as Atlanta, Chicago, Detroit and Miami.

So lets say you go SJC-PHX on one ticket, deplane, recheck your bags then go PHX-DAL. How would they differentiate that from a connection?

As I said above, they probably would never bother you. They DPS officers are meeting passengers from flights into Texas from those specific locations. As Arizona is not listed, they wouldn't meet your aircraft.
I'm sure if you wanted to be totally honest, you could find one at the airport and get a form on your own.

This is correct. My flight from PHX was not met by DPS. They only meet flights coming from locations listed in the order. DPS don't know where the pax started their day or their final destination. They only know the pax is on a plane coming from ORD, MIA, California, etc. The order is 6 weeks old at this point and IMO should be abolished. Texas has plenty of their own hot spots and pretending outsiders are a danger to Texas is ludicrous . Consider this:
1. Washington state's numbers are far better than Texas. If anything, Washington should quarantine pax coming from Texas lol.
2. A pax flying DSM-ORD-DFW for example is suddenly subject to 14 day quarantine in Texas merely because they connected at ORD. The same pax would not be subject to quarantine if they fly DSM-DFW.
3. Pax coming from 'hot spots' as defined in the order can connect and arrive in TX from a non hot spot city/state. E.g LGA-CLT-DFW, SMF-PHX-SAT, SFO-DEN-IAH etc.
Aircraft from DEN, CLT and PHX are not met by DPS officers.

Texas Quarantine Requirements
 
Does anyone have any direct experience with Texas quarantine requirements in effect when traveling from EWR to IAH? I would be curious to know how they are applied.

No quarantine.

Edit - 14 days if you're coming from New Jersey. Drive-ins from Louisiana no longer required to quarantine. Unless something has changed, DPS meets plane: https://www.dps.texas.gov/COVIDtravel/

Thank you. What happens if I visit NY then DC. I spend some time in DC and then I fly back to IAH from IAD. Do I still have to quarantine?

Technically no because DC isn't on the list. However, the spirit of the order would say yes (or at least make the effort to, say, get a test after landing).
