Rather than rent a car, I'd just take a taxi.
Years ago I flew to ELP then took a taxi to the Juarez bus station. Cabs are plentiful at ELP, and I didn't have a problem getting one to take me across the border.
I ended up flying back to CJS and took a cab over to ELP. Again, no problem.
If you rent a car, you'll probably need to get insurance on your own. Most US car insurance doesn't work in Mexico. That, together with the cost and hassle of the rental, would put me at just cabbing it.

Ya, driving in Mexico is just a bad idea, and along the border even worse.
Being fluent with language and culture would help, but still not a good idea.
Take a taxi and be safe.
BTW, if you have never been ELP is a nice modern airport, and last time I flew from there we actually took off to the south and were very shortly in Mexican air space.
