Can someone please explain the difference between the Omni and Omni PR forums. Thanks!

OMNI is the place where (most) posts not related to travel/point/airline go. Posts of such a nature that have a Political or Religious aspect/component/subject matter to them go to OMNI-PR.

Randy himself also elaborates the nature and differences between OMNI and /PR in the forum sticky, "Welcome!":
OMNI is a vibrant dialogue on FlyerTalk of perspectives on world events, personal advice, and more (Politics and Religion is in the OMNI/PR forum). But even more, it is fascinating reading and provides quite a bit of humor and entertainment in a casual and fun environment that fosters friendships among members. Respect for the opinions and feelings of others is required. THE RULES ARE SIMPLE: Civilized debate only - no personal attacks, no insults, no advertising, no spam and no obscenity.
