Who's in charge of choosing the ads to be displayed??

With Google AdSense ads (which this one might have been) you don't choose the ads but you can filter them once you're aware of an inappropriate ad. The specific ads are triggered by the context on the web page.

If it's a Google referral ad, one generally chooses broad categories rather than specific vendors.
