How Do You Quote A Single Message?
 
How can you quote a single message from one thread in a new message in another thread?

just quote it in the initial thread, mark it and then use CTRL C and then CTRL V in the reply window of the new thread :)

Let me be more precise:

How do you format a URL for a single message from one thread to another?

This would allow someone to click a link and arrive at a single message. I've seen this done before, but I don't know how to do it.

See the post number on the upper right hand corner (e.g., "#3"?)

Right click and "Save Link As..." or click and copy/paste the URL.
