"Cancel" button during document upload results in two pop-up choices:

OK = Okay, stop the document upload and close this window.
Cancel = Cancel my cancellation request; do not stop the document upload and do not close the window.

If one is confused about double negatives and mistakenly selects the "Cancel" pop-up choice, the pop-up will disappear and you can get a do over on the original button. :)

These kind of options are fairly standard across the Internet.

I'm fully aware of this and many of my company's developers seem to think they are completely logical.

However, in the instant case, neither button seemed to have any effect whatsoever for me when I was attempting to stop an upload last night. I might have been doing something wrong and/or was overly impatient though. Plus, I only have this single data point to draw from.

Agreed, it's very stupid. A change will require tech investment from the general vBulletin team, which will be like pulling teeth
