I can't either toggle to the best benefit or even submit what I have already voted for (best programmes).

It looks like you did submit something, as you have the "I Voted" badge. Have you cleared your cache/cookies for the site? Are you experiencing any slowness elsewhere on the site? And what device/browser are you using?

I was able to save votes for each section, but never saw a final submission button as described in instructions.

Did you get the message "You already complete vote process for this region. Please choose another region to vote for" ?

the last selection for car rental gives two options. using the two available and voting get an error message that you can't select the same option twice even if it is "choose option" what a crock.

I did not receive that error. You may want to check the other items on your ballot to make sure one of those was not an accidental repeat.

Are the directions designed for the mobile version? I am on a laptop/desktop (FT Desktop NG), and there is no opportunity for a "Submit" button. I have completed all the sections by toggling back and forth.

Your vote has been registered. Once you submit each category, you're all set for that category.

Can you make the ad at the top of every page asking people to vote a bit smaller? Between the standard headers and that ad, I don't see any page content when I first go to a new page. Not the end of the world, but really annoying. If you make it smaller but give it a light blue background, it will be just as attention-getting.
