Cheaper Upgrades than Plusgrade?

I am flying TP208 on 9/15 JFK-LIS.

I had a look at the upgrade policy on TAP, and noticed this page: https://www.flytap.com/en-pt/booking...d=filters-tab3

Apparently if there is available Executive Class (Business Class) seating, I can upgrade at the check in counter for $479 one-way.

The current plusgrade bid is in the $700s. So could this potentially mean I just need to go to the airport early, pay for the upgrade at check in, and fly business class without having to be the top bidder?

Assuming there is still availability, yes. Just because the "first place" bid is $700, doesn't mean that is what will take secure an upgrade. There could be more seats than people or less seats than people. The way I understand it, they take the X highest bids where X = number of available seats. If there are less than X people bidding, then you can upgrade at the counter, otherwise you are SOL.
